If you have Extra Landscaping Tools mod, you will have a spawn water source tool. Or you can dig a temporary trench / using in-game canal from another body of water to your hole, wait till it's filled then remove the trench / canal.

Dig a hole with the Landscaping tool and fill it up with a Fresh Water Outlet.

ok so the only way (without mod ) is to make a dig.
thanks mayors :)

I think you can use the in game terrain tools if you prefer not to use mods, but I dont know how effective they are, worth a try though

You can dig a hole and then hook up a sewage pump to it. As long as the pipe doesn't cross any houses or other buildings you will get clean water

A note about digging a hole and filling it from an outlet:
If you remove the outlet, the water will eventually evaporate away.

What is it with this reluctance to use mods? Achievement disqualification? Just build the city you want with whichever mods and tools best fit the job. Meanwhile if you want to earn the achievements. Build other cities in vanilla purely for the purpose of achieveing them. You really aren't restricted to building only one city at a time.
Dig a hole and place a low capacity water spawner in it to keep it full.
Done.

Yes it is possible. What you have to do is make a hole where you want it and connect a waste pump to it. Note that all what that goes in will be polluted so you will have to filter it out with the garbage collectors. i would start with the eco dump just so it takes less time

See the post above yours. With that mod, you can create your own ponds, lakes or rivers with it and without using polluted water.

If you got the right DLC, there is the fresh water outlet which you can use to fill up a hole in the ground. I've used it in my Rennes city, can be found in the workshop.

I'll take a mod over buying a DLC any day of the week and twice on Sunday. Thanks Whiteknight77. :) Spring fed is always better than pumped in anyway.

How I want to respond would get this post deleted and me warned (just video of a comedy bit from way back when). Still, this is important for those who want to build a waterfall without mods.
