Not enough educated workers
Everytime I play a city I get this issue, I put schools all over the place elementary, high, and university. And always still get this issue, even with the education boost policy. Someone, please explain

From what I understand it depends on where those workers are needed. Offices or industry.

Offices need educated workers. Industry needs less educated workers.

In some residential areas close to where I have much industry I educate them less and always set 'Schools Out' in the policy.

In theory it sounds right, but recent changes within the update seem to have unbalanced the way demand works. 99% of my industry became abandoned after this recent update, lost a third of population and half of money. Who knows.

I'm seeing this message on new cities I created after the patch and notes. I'm only using mods that have been approved, and went through and removed all the old outdated mods and even some buildings that weren't working anymore. I created a new city never played before and get this message as well, despite having elementary, high school, and universities. I build new homes and keep the residential bar low, and unemployment remains 20%.

Show us a picture of your cim education break down. In most of my cities its about 10% uneducated, 90% educated, 70% well educated, and 50% highly educated to deal with all workforces.

It takes a while to educate cims, much slower than it takes to level up job buildings, as they level up immediately.

You're just building too fast and not letting an educated cim workforce to develop.

You can also watch where you plop your services, as they will level up jobs immediately. Early game I punt them in the middle of residential, so it doesn't reach jobs.

For best results, our first three plopped building should be all schools and a garbage dump when they start complaining.
