Offices need educated workers. Industry needs less educated workers.
In some residential areas close to where I have much industry I educate them less and always set 'Schools Out' in the policy.
In theory it sounds right, but recent changes within the update seem to have unbalanced the way demand works. 99% of my industry became abandoned after this recent update, lost a third of population and half of money. Who knows.
That's what the "Industry 4.0" policy is for.
It takes a while to educate cims, much slower than it takes to level up job buildings, as they level up immediately.
You're just building too fast and not letting an educated cim workforce to develop.
You can also watch where you plop your services, as they will level up jobs immediately. Early game I punt them in the middle of residential, so it doesn't reach jobs.
For best results, our first three plopped building should be all schools and a garbage dump when they start complaining.
