Make sure you have enough.
You can build offices anytime you unlock them. It will higher everyone they can. If you are low on educated workers, the game will tell you either through chirpy or icons on your buildings.
If cims can't find work, they wait patiently at home. I don't think workers import. I haven't looked though. Just tourists and families.
Just watch your buildings education levels so you have lots of educated cims. They should all be 100% educated if possible. not easy as new cims are born everyday.
You can plop the Hadron Collider Monument, after you unlock all of the six unique buildings for it, that provides full education to your city. It will maintain over 90% full education once it is established a few years to get all cims educated. Otherwise, they go to elementary school, then high school, then college. then work. so it's hard to get over 75% full education.
But keep building offices and providing education and you'll be fine.
*cough* I'm sad to report that chirpy was the first to be buried in the inauguration of my first cemetery *cough*

lol, I have cims (many) from out of town get off a plane board the bus and go to school in my city! That cool.
Wow I love that. Maybe I shouldn't judge these mechanics before I actually get around to appealling to tourists and (im)migrants :P
