It should be in Unique buildings/Landmarks and requires 75k pop plus two instances of an airport to unlock.

It could be he's not using the European Map Theme.
@keyper12: The London Eye is only available in a European Map Theme, unless enabled on all maps in "Content Manager / Styles".
It is called the London Eye.
It can only be built on a European themed map.
It requires 2 instances of airport and 75k+ population to unlock.
You may unlock it for free or use it on any themed map by using mods.

I had it in my non-Euro map as my very first city and wasn't using mods back then. In fact, I had all the European style unique buildings (shopping center, parliament looking buildings) available from the start. Well, maybe they were per milestone, but I thought CS made it so they were cross-theme?
They indeed are but you'll first need to enable the "European Style" Style from the Content Manager -> Styles category.
