Do not buy: Radio packs (they're useless)
The sale's going on NOW, not later.
1. Snowfall. Unpopular opinion having this #1 but trams alone make it worth while. I also did have lots of fun with the snow maps (until I started getting errors with them all the time, prob mod related). Underrated DLC IMO.
2. After Dark. Tbh nothing special overall, but like snowfall I got it for bikes and bike lanes and not much else.
3. Mass transit. The more car alternatives you can get the better your traffic flow will be. My current city hit 101,000 (highest I've had yet) and I had no backups anywhere thanks to plenty of transit options and bike lanes (meaning the first 3 have easily been worth it for me).
4. Industry. I have yet to create a proper industry with this DLC, however the small areas I have created have generated plenty of revenue for my city.
4. Tied with Industry is Park Life. I just love the ability to create massive city parks that you don't just 'plop' down. Ones that level up and (eventually) can generate revenue.
5. Green Cities. In some ways I should have put this ahead of industry since I have been making all my cities green with the new stuff in it. However, unless you care about having a green city with eco buildings, probably not worth. There are workshop assets that can fill the void for things like the recycling centre.
6. Natural Disasters. Honestly, more fun than I expected but not something you really need.
Creators Packs (only consider after you get all DLC imo).
1. High Tech buildings. This one is actually pretty cool, and I'd say worth buying.
2. Art Deco. Meh. Nice buildings but I use theme manager (mod) to disable the art deco homes. Not really worth it.
3. European Suburbia. Again, meh. It's not that the assets are bad, but they aren't really worth paying for. I'd say avoid.
Other:
1. Concerts. Again, after you get all the DLC consider this. It's not much, basically just a concert stage. I do like having it as it's just another thing to add to my city, but probably not worth buying right now. Perhaps a future sale.
2. Rock City Radio. The only radio station I bought. It's pretty good, but really not worth buying. Most the time I turn the radio off altogether.
I agree with Grap. No sense buying everything for this game, only to find out it isn't your cup of tea. There's always a sale going on.
The game is free this weekend, maybe play it before buying even the base game.
Then you'll have money for other games while you test out on this game.
