Service's "radius"

When on the service building it says "radius" of example 25, what does that mean exactly? Is that 25 units that it covers in a radius? I put down a road of 25u, and I put the service on one end, but the green circle you see when you try to place the building is longer than 25u. So then what unit exactly is the radius in?

That denotes the service coverage for the purpose of happiness influence only. The actual service coverage is citywide. Therefore you should try to spread your services around your city at roughly equidistant intervals to allow them to have equal citywide coverage as well as a good overall influence coverage.
