Report a translation problem
If the game performs correctly without that error message, then you can be certain that a mod is causing it.
I allready have try to Play wihtout all Workshop additions..
And also i have try to starting a new game..
Nothing helps until now.

If you have already tried playing the game without any mods and are still getting the error, you may have a problem beyond anything that has currently been reported to cause this issue, and it may be quicker to submit a ticket as stated above.
Verifying the game cache/re-synching skylines has also helped others recover from very unique, individual skylines gaming issues, so you may want to try doing that as well.
