Or, if you're referring to an Industries DLC area, delete the main building and erase the industry district.
I swear I couldn't find that button. I can look again though. I broke my city though, built a commercial district which is what the indicators were after if I remember right. They then complain not enough goods, dead bodies start piling up (even though there was a cemetery and crematorium nearby) and traffic was moving well. Then I realised my highway connection to that part of the city was never completed, so I fixed that, but the city hasn't recovered, losing population, abandoned buildings etc. The city basically imports everything and has a very tiny industry (building more causes pollution and none of my citizens want to work there, because 87% of them are university graduates)
