Paradox mod support

Since Paradox now has their own mod site, and I can see Surviving Mars is one of their games with support, anyone know when Cities Skylines will add support for Windows users?

Is it like the Xbox version and you only get assets? I can't see them allowing mods in a console. Too risky to get a virus.
