Yes, this game is tough. It's not designed to be Photoshop.
A few hints I learned.
Build education first thing, first two things actually. After starting your first starter buildings (power, water, sewage). Schools not only pay for themselves, I'm convinced they make huge profits.
Once you get in making profit. Hit the x3 speed button so you can make money faster than you build.
At start you don't need a cemetery, as only young people move in, so no one dies for 5-years.
You also don't need health care at all, as cims don't get sick. They only get poisoned. (Keep water, noise, and ground pollution away from residential to avoid poisoning)
fire and police can belayed for a dew milestones, as only a few cims will die and abandoned. Abandoned buildings will reoccupy fairly quickly. Wait until it starts becoming an epidemic. Educated cims commit less crime and fires, so they can actually be cured before they abandoned.
Educated cims also use less power and water and can delay you adding more water and power buildings.
I also have schools and universities as well.
I don't know why you would tell me these things...
All I see is 1000 people leave in an instant and when I lower their taxes they keep leaving, nothing seems to work.
My guess:
Did you build the landfill and/or incenerators close to your residentials? Check your soil pollution, if your residentials (and commercial too?) are built over polluted soil, or if your water comes from polluted water, a LOT of your people will get sick, then die, overloading your health/death care, causing lots of people to leave.
i go with recycling not land fill, that way i can make money off the recycling.
There are alot of things that can make a city fail, picking up the dead is not one of them. well not at first.
