Report a translation problem
Make sure your tracks are connected properly. Sometimes they look connected, but aren't. This happens a lot. The game doesn't mark them as disconnect for reason. Probably because train tracks are dead ends a lot in real life?
TMPE traffic setting have freight banned on that section of track, and the freight section has passenger trains banned. However that was after I had demolished and rebuilt the station and track the first time, so I was having no passenger trains spawning before the bans and after them.
As I discovered tonight, you have to zoom right in so you can see all four metal tracks and slowly travel along the track making sure those are continuous. If the tracks connect at a bad angle, the ballast part connects fine, but the metal rails either come to a dead end, or sometimes connect join together on the wrong side.

It could explain the problems and oddities you are seeing. It has explained some of mine - For example, it talks about how the first station is the one that is used for spawning - which would explain why your system worked when you built the station first.
