Get either the watch it mod, which will show you the game limits, or there is another mod, that just shows the limits of the game.
If you have other mods, you can get a million easy. To get past building limit, you need to dezone all your tiny buildings and mainly construct 4x4 buildings.
If you start getting a bunch of not enough raw materials, dead and garbage not being picked up, usually means you hit your vehicle limits and you'll need to optimize your zones and roads better to balance out freight and job/worker ratios per district.
Only zoning 4x4 buildings is another must.

Then you can make more high density housing, pack em in, and give em nothing to do but kill each other, and pay taxes.
The reward for over 50% for more than 5 weeks, is you get the US Capitol.

I did it at 200,000 sims, so totally decimated my workforce.
So now to recover my loss of work taxes, im gonna tax the hell out of the sims while the workforce grows back.
Interestingly the sims didn't really move out much, i made it to 61% and 184,000 still living in the city,
