tttttttttttthen the only way to turn off the DLC is to turn off the cheat. There may be a couple of exceptions to that. ... As I understand it I think Disasters DLC has a built in on off switch. But I wouldn't swear to it.
You do as you wish, But, If I had access to the cheat you're talking about I would only use it to evaluate the DLC's then buy (on sale only) only the ones I really really wanted or needed. There are just too many of the DLC's (like Disasters, Airport, P&P, Sunset) that I wouldn't want setting around on my system even if I could turn them off to leave the cheat plugged in full time.
