Will a train cargo hub transport between industrial areas?
When using the Industries DLC, can I use train cargo hubs with each of my industry areas to feed another area with the specialized factories? For example, train lines from 4 industry areas feeding the car manufacturing plant. Or is the game going to stick to the roads?

I do this without having Industries. Yes, in fact I move materials from specialized industries to generic by train. Then transfer the goods made by Generic to commercial areas by train too. I hope it not different due to a DLC.

As you can imagine, I'm envisioning the individual non-generic industries exporting their produces by train and having a cargo hub by the specialized factories for supply and then to the commercial areas for distribution and/or export.

Yes, we are saying the same thing then. Mind you I built this rail yard to aid in the venture or process. Every industrial district in town has a rail connection with cargo terminals to each other and the rail yard. They do move things by rail, mostly. There is always some trucks wishing to drive to the destination rather than throwing it on a train. The rail yard is so all industrial districts have export ability with ease. I export 10,000 whatever and import 30. So yes what you wish to do is very possible.

At the beginning of this clip I show goods from a industrial area being transported by boat across a harbour from a Cargo harbour to a Cargo Hub. Then from there the cargo is put upon a train for a short ride to the commercial area cargo terminal then short truck deliveries to the shops. Though I only show the ship and where it is going to.

Yes, they do. I create an internal cargo network between my industries (DLC) and where the commercial areas are, I have in each a cargo train station or cargo & airport hub and trains are going from one place to the next. It sames can take a couple of minutes before they spawn but if you have the demand, trains will start to plopp.
