Unless you use mods to keep all services restricted to each isolated district.
And... if you are going to use mods to achieve that, then why not use the Unlimited Money mod and quit worrying about survival?
By the way, what do you mean by "the people does always need more"?
Cims need nothing but clean drinking water.
If you are referring to the RCI demand meter, ignore it. Who is the city builder anyway, you or a demand meter? ;)
After that, you are almost compeltely free to do what you want, since you are in the plus anyways.
2 things i would recommend tho:
1) if you want to make smallvillages spread around the map, I reocmmend getting at least a 'buy all 25 tiles' mod.
Those are can be problematic in theory as your hardware can only handle a limtied amount of cims doing stuff, but since you are not going for a large population they won't matter as the space itself doesn't require any extra resources.
Really helsp to give you mroe space to set up our small villages.
2) Keep in mind utility dispatches are pretty much random and city-wide. So if you build a bunch of street-connected but spread-out villages, when a village in one end of the map calls an ambulance, it might get dispatched form the clinic right next to it, or fro mthe one on the other end of the map.
So you need to keep in mind you need more ultiiy than normal, OR place some breaks in your street connections (which slightly confuses the ai too, but not to badly usual). You can fairly easily do that by having a coupel of areas that are not connected by streets, but have a railroad/metro/monorail/blimp/whatever connection to very people, and a cargo train connection to ferry freight.
I don'tw will use the unlimited money, because i would play with money :D But only not with so big cities. And yes i mean the demand meter.
With the ambulance, i hope i don't get any problem. I will look into it. I think i found a solution for it.
