This mod should do the trick.

As for pausing on load, there's this one.

And if you still want achievements, you'll need this one.

Furry_Freak = "Did you even read? At all?"
I find it humorous that you comment on someone's reading comprehension and then proceed to recommend mods, which I specifically stated that "I don't usually use".
I don't care about achievements. To me, achievements are a useless tangent to the game.
Thank you for the recommendations.
Since you're looking for "something easier", mods are the only way.
The only other thing I can think of recommending is to save before building. That way, if you do make a mistake, you can load and have you money back and try again. That is what I do before I undertake a big infrastructure idea... because sometimes ideas don't always translate too well into the reality of the game!
I agree that it is an annoyance to build and then delete. I wish there was a planning function. I wouldn't be surprised if there is a mod for that too, lol.
There's nothing wrong with his reading, you said 'usually = I don't normally use mods, but in this case I would consider".
If not using mods, use CheatEngine or a Trainer?

Flash - thanks. That's kind of what I thought; I have used the unlimited funds cheat as you mentioned but it's a bother. I'll probably just muddle on...
? - I followed your link. Their first sentence illustrates my concerns with mods:
"Simple table for Cities: Skylines, may or may not work. Game generates code at runtime so table has a high chance of not working / detecting the wrong code / crashing."
