Making a real city with 1:1 scale without turning insane?

So i have a heightmap in geotiff format, but there does not seem to be any easy to use tools to convert it into a 18x18km heightmap. The map editor is confusing and has too many strict requirements. There doesn't seem to be a good overlay feature for a road map. Road snapping is horrendous.

Is this game just not the right tool for doing this, or do you need to spend months getting used to these basic tools?

It's a nice theory and many people have tried 1:1 cities, but all your roads, vehicles, and buildings will never be 1:1 unfortunately...

But why wouldn't it work? It could easily fit in the 18x18 boundaries.

For the reason I just said... it will just look slightly off with the asset scaling.

I did just try for two hours with no real success. Overlay addons suck really bad.

I think with Skylines the attitude has to be for verisimilitude rather than reality, i.e. something that feels real rather than something that is actually real.

I sat down and made the roads for the city today, but i'm probably just gonna give up, the game requires too many hacks (mods) to be able to replicate an actual city, like placing random buildings and actual roads. Good attempt, though.

It's a great game if you want to build your own city, but if you want to replicate a real place with highway splits and old architecture, this just isn't it.

and if i want to fly to New York from California in 5 minutes, the Boing 737 just isnt the plane for me! but WHAT IS THE ALTERNATIVE

This is the best you will get in the genre bud, the game your looking for wont be made for another 7-10 years. Refund it

Folks loose sight of the basic fact Cities Skylines is a GAME. It is not a professional standard town planning/architectural software package.
