Turn of V-sync. In the graphics settings, turn it to don't sync.
But you might see tearing in the graphics when you move around or animations.
Also, some game engines have fps limits, like skyrim se. (but that can be modded too)
1.6k assets and 22gig of ram is used. Everyone different with that.
So I turned out V-Sync.. It did some improvements but nothing to much. still don't get over 25 fps. Are there some more suggestions?
also try it with texture quality reduction
use Loading Screen Mod to asses if there are problems with RAM maybe
your fps can anever go higher that the monitorlimit.
get yourself a gaming monitor, they need not be that expensive, around 150 dolars will be fine for a 22 /24 inch.
I'd say that it is much more probable that it doesn't have anything to do with your monitor/tv.
More likely:
1. Graphic settings.
2. Some mods messing with visuals (Do you use any appearance related ones?)
3. Your cpu is a bit old.
ps. Above reply is incorrect (you can get higher fps than your monitor refresh, you just won't be able to see it, but system will properly report it).
Your FPS can go above the refresh rate, however it won't be visible. If the FPS counter is showing low FPS it most likely isn't a monitor issue. If you can clearly see the difference between 30 and 60 FPS outside CS it's likely that your TV is at least 60 Hz. You can try to load a game in pure vanilla with low settings to see how it would run then.
oc it always depends on the TV monitor, but in general they are often designed in ways which can cause issues for PC games like lower resolution, signal delay, lag & things like eg signal discard
that might interfere with the gameplay
& your TV might indeed have even a limited refresh rate
before you start looking for a new TV monitor, check out if your current has some options to adjust it better, you might be lucky
& if you are going to buy yet another, modern TV screen for gaming, then ask around if that monitor might cause issues or if it is at least adjustable, don't believe a clerk, search for critical reviews
though i still would recommend to use a regular computer dedicated monitor
same as i always would recommend to use a dedicated graphics card instead of an integrated one
things like that are not fancies, it's about performance, PC games are played because the performance is better than anywhere else, with a TV monitor you are lowering your chances of a good performance
btw
the C:S game has in general low fps, most players play at average around 30fps, so you are with your 25 not that bad

I just tried out with :
- i9 9900K
- RTX 2070 Super
- 32 GB ram
Not zoomed out --> 60 FPS
Zoomed out --> 38 - 45 FPS
I just changed my computer, I had (7 years old PC° :
- i7 3820
- GTX 670
- 16 GB ram
I never looked at the FPS but the game was playable, not laggy as far as I remember
So I guess the game is pretty badly optimized to take advantage of strong hardware.
If your game is OK, then there is no problem.
PS : I have a 240Hz display so it is not a monitor issue.
PS2 : as a side note, Plasma TVs were very good for gaming, not the crappy LCD TVs :p
