How to max out visitor counts?

Has anyone been able to max out or near max out visitor counts for Unique Buildings? Just curious what factors contribute to attracting more visitors to said buildings.

The game seems capped to around 2,000 visitors in total.

Read the write up on the screenshot to better see the things he did to increase tourists. I have yet to max out a building with visitors but thanks to "BucketBrain" I now know it is possible. I personally have reached 2800+ tourists visiting my city and growing.

Is an introduction to the Park I made that is increasing the tourist count (without ParkLife DLC)
In the clip mainly citizen (from my city) are going to the Stadium but the main population in the park is tourists from the airport and train, so far.

The only limits l see is the Citizen Agent limit , the capacity of your outside connections and your traffic flow in general . So ´call´ them with an asset and manage them to get there and where else they want to go afterwards ( next asset or home ) in time . Have fun and don´t cry
