This screenshot is of Import not Export, and yes from this screenshot you are indeed not importing forestry or not very much .
In fact you are importing Goods and Ore
Prehaps show the generic district. I also think depending on how materials get to your generic district to produce the goods needed could be your issue. The fact you import ore can harm generics production of goods.
Every game? even before Industries? then I don't think the mod can fix this.

goods are being produced at 1st but when the pop gets to about 10k thay just vanish
First run a control test, by using the --noWorkshop launch setting and try to duplicate the issue.
If you cannot and generic industry and/or Industry DLC industries export as normal, then you will know for a fact that a mod is responsible.
If that is the case, it will be up to you to identify which that is. Turn off your suspected mods and test by elimination.

So... you'll just have to trust me that my vanilla playthrough had no such issues.
Incidentally, that's the reason I always play a vanila playthrough with a new game update or if I purchase a new DLC. I want to be sure of the basegame mechanics and that how it all works as well as any potential bugs, before I apply any mods. And even then, I apply the mods one by one and test each before applying more. It saves you headaches later.
You'll have to test the mods by elimination, sorry. I don't envy you ;)
