First, you want to place your oil pumps, then you want some storage for the pumps. Next, your should get the processing buildings that corilate to that industry. Once you got all of that, then (if you have other kinds of industries) you can start the production of the unique factories (i.e Toy Factory). Make sure that your indutry buildings are in their correct zone (i.e Oil industry in Oil zone). Most of the buildings in the oil industry require that zone (except storage as storage can e placed outside of zone).

I hope this helps.

Place a road in the area of the oil. Place an oil industries main building along the road. Select the Districts tool bar. Select the Paint Industry Area tool and you will see a district light up over the building you just placed. Use the Paint Industry Area tool to expand the oil district over the map where the oil is located. You can now expand the road system and place oil buildings.

First off are you talking about zoned specialized industry (old style) or plopable (Industries DLC) industry?

For zoned specialized industry you’ll have to do the normal industry area set up on top of the oil deposit, draw a district, using specialized industry designation (to the right above the district tool) designate it as oil and let it grow.

For plopable specialized industry (Industries DLC) you need to draw an industrial area (same tool listing as the district, second from the right), build your roads, build the industry main building and start building extractors like oil rigs and wells.

This is the correct first step when making your first industry area. drbigleb skipped this phase.

He is talking about the DLC, and he already has the first part done.

First you have to unlock the Industries DLC. It will tell you which milestone you need to unlovk it if you hover over the blacked out icons. It's usually a population you need to reach first.

This will only unlock some of then, then you'll need to unlock the rest by production milestones of each industries type. I think level 5 is the last one.

Also, you need the far right specialization tool. It is for industries DLC only. The other is for zoned industry that is part of the base game.

Ok, sounds like you're trying to use the base game district specialization thing, and that is wrong. In the same menu where you paint regular districts, there's a Paint Industry Area tool. Main buildings should unlock as soon as you paint the right thing down.

NP, just remember, any building that is blacked out, means it needs unlocking. Just hover the mouse over the blacked out icon and it will tell you what you need to do to unlock it.

just a warning, be careful where you place your pumps. If they are too close togther, they'll drain away the oil too quickly and you'll have to move them sooner, give them some room to breathe. this should be "set it and forget it" not "incesantly hovering over it to the detriment of everything else".

unless you have the built in "unlimited resources" mod turned on, then go nuts. just make sure you have the road capacity for the trucks in that case.

best bet would be to place a terminal of somekind nearby, or a direct highway connection.

Adding to what metropod3000 said about spacing it is more efficient to use one way roads if you’re going to place several (4+) on a single road to prevent trucks from having to cross the center line when pulling out and don’t place the crude oil tanks near the end of the one way roads. I learned this the hard way and ended up with this:

I really learned the hard way on that on my current save. I went so overboard, my inudtrial complex has six lane one way roads with roundabouts to keep up with the traffic.

Then again, this save is just "for the lols"
