I hope this helps.
For zoned specialized industry you’ll have to do the normal industry area set up on top of the oil deposit, draw a district, using specialized industry designation (to the right above the district tool) designate it as oil and let it grow.
For plopable specialized industry (Industries DLC) you need to draw an industrial area (same tool listing as the district, second from the right), build your roads, build the industry main building and start building extractors like oil rigs and wells.
This will only unlock some of then, then you'll need to unlock the rest by production milestones of each industries type. I think level 5 is the last one.
Also, you need the far right specialization tool. It is for industries DLC only. The other is for zoned industry that is part of the base game.
NP, just remember, any building that is blacked out, means it needs unlocking. Just hover the mouse over the blacked out icon and it will tell you what you need to do to unlock it.

unless you have the built in "unlimited resources" mod turned on, then go nuts. just make sure you have the road capacity for the trucks in that case.
best bet would be to place a terminal of somekind nearby, or a direct highway connection.
