EDIT: Considering you have large areas that you want to keep the looks of it may be better to use the district Make Historical as going through each building may be triesome.
So something changed with RICO?
Sorry - I do appreciate the help, but this is more labour than love right now.

The change notes for that particular update don't include any other changes apart from making it compatible with Industries as far as i know.
Maybe have a quick look through the broken mods list below and see if there's anything conflicting there, also a patch was released at xmas time to fix a load of bugs that came with Industries and it too caused a few mods to break, so it's also possible this caused the issue but it's quite hard to back track that far to actually pin point what caused this for you.
Check this list for broken mods and remove them, also check the incompaibilty tab at the top.

I understand the update thing. Love is pain I guess :)
Sorry to hear that, i feel your pain buddy, i know this doesn't really help now but in future create brand new saves for your cities everytime you do chunks of work, at least then you'll always have a fallback save so you won't lose everything.
The control level up and Make Historical does work i use them both in my current save.
You're welcome buddy, yeah two steps forward one step back with the updates, although when the mods have caught up and are fixed you get to enjoy all the new features as well.

Well, gives me time to think about my new city I guess :) God I loved "Wyttergras". I named every damn street lol.

If you use the mod, you should not got building auto updating. And the building level is locked by the mod setting.
So, if you real want to keep some level of buildings, try the mod.
Gimme a few days, maybe 1-1,5 weeks (really busy with work right now) and I will sort out if I'm just being a dope in some way, or if some black magic has gotten hold of my game.

I did that too at first, but when I have some sort of idea to work with like with the city I mentioned - I just love seeing my city change through time while at the same time trying to preserve what is there. The city I mentioned had a lot of stuff that felt very recognizable, there was a very "real" feel to it so to say.
In my opinion anyway :)
For me, I found those 3 mods "Citizen Lifecycle Rebalance, Realistic Populationand Consumption, Resident Travel Rebalance" make Ploppable RICO Mod got wrong work, for example all level 1 of buildings got only '1 house', but I set it '40 house' in Ploppable RICO Mod. And other levels also no read setting from PloppableRICODefinition.xml file. And all type of commercial building is 'closed' forever.
So, when I remove those 3 Mods, Ploppable RICO Mod got right work now and no auto level up problem too.
