Here's some stats:
My city currently has between 1800 and 2000 tourists, according to the city statistics. I have 12 sightseeing lines with 186 tourists and zero residents utilizing them per week. There's plenty to see in my city, a fair amount of landmarks, tons of parks, almost all 4 different types of max'd out parkland parks, plus a Space Elevator, cruise ship terminal and regular airport with ample connections by highway and rail from out of town. Doesn't really seem worthwhile unless I'm doing something wrong. In contrast, I'm moving the following number of tourists per week by other methods- tram 358, metro 1,152, train 479, cable cars 102.
Also, I noticed that there were a massive amount of empty sightseeing buses that were clogging up traffic quite badly. Therefore, I cut funding by 50% (they were not popular before I did this either) to cut down the number of buses. Unlike regular buses, I noticed my sightseeing buses stop for a long period of time, waiting for no one. It was blocking up traffic on four lane roads quite badly. Also, for reference I'm not running any mods. Thanks for the input.
I have free public transport in my city so it seems all the tourists prefer to take that instead, and why wouldn't they when I've got good connections to everything as it is? Hopefully the walking tours are more popular.
