But yes, traffic is what slows it down. Now you need to figure out how to reduce traffic/
Exports is usually the place to start first as industry always get built up the most and you end up with a bunch of freight being exported. You gain nothing by exporting, so I usually just rezone it with offices, which have no freight.
Industry to commercial and industry to outdside are the ones you want to have.
Also public transportation helps alot.
I wish there was a way to really lower the impact of traffic.
