I don't recommend trusting that for data and gamesaves its known for causing them to get corrupted, I always recommend to keep that off and save locally
Logging into paradox doesn't affect the game at all, other than the free Paradox Plaza Park. The game would never save my logon credentials so I stopped using the paradox plaza account and play without it.
But it's a good idea to have good tech support and forums at paradox plaza. I use their forums all of the time. It's usually better than getting advice here that are mostly gamers. At paradox plaza you can get help from devs sometime as the devs hang out there.
I have been using the Steam cloud saves since release day almost exclusively with not a single problem, other than sync issues with Steam or somewhere along the internet chain. But is has worked 100% for me and not lost anything. Your mileage may vary, It's a great backup, along with enabling autosave.
