Or try Traffic manager mod presidents edition it makes a big difference in my games, although at present you need to use a modded version of it as the op hasnt updated it to industries yet.

But I tried banning trucks in the roundabout too via TM, didnt do any difference
Hey buddy, that is simple. The road on the north is shorter and faster, so they will prefer that way. I havent really used the ban heavy traffic, so i dont know about that. However i have the solution, but you may not like it :D
Delete the road to the north for now and your problem is solved. Later when you perhaps get the plot of land, open up the road again and get a toll both with max in in toll both price, then they will most likely not take that road again. They will take the fastest way and i guess now also, the one that cost less also.

I agree with "mark88da" disconnect from the north highway. This way they will drive around to use your two other interchanges to the south.
I do not believe you could make the existing path slow enough to discourage use from that highway. Even if you used dirt roads that north interchange would be the quicker route for any traffic from that outside connection.
