Blacked out Toolbar Bug?

Not only are the following tools blacked out and unable to be selected, but I am only able to purchase or use one tile. I have used 81 tiles in the past, but I have uninstalled the game and verified the game cache since then. Any help is appreciated. I cannot continue my favorite cities because of this.

I am not a new player. I have 54 hours in the game. I have never experienced this before. I have the all-milestones-unlocked mod, and the 24-tile mod on, and I have unlimited money. I have placed down a road in an attempt to fix this and it does not

Okay... can you post link to those mods, please? Cos I don't know them. Maybe they conflict with the industries patch level.

I do not have any DLC, I am using vanilla maps, and I just turned off all my assets and mods and I am still having these problems.

Now you write you removed all mods and assets. How is anybody supposed to follow what you are changing on your end.

I suggest you share your save in question via the workshop and post a link here. Somebody may look into it and share thoughts with you.

I am further trying to fix the problem, so I tried elimating all of my mods and assets. I'm sorry if that confused you.

Verified the game cache another time, and it worked, for whatever reason.

had the same issue … turns out I had the “unlock all” mod turned off - ouch.
