How to unlock Main Building for the Industries?

Hi, I bought the new DLC, but I don't really understand how to get started.
online I've seen videos explaining you have to create a new zone over the natural resources, and place a main building inside the zone to get started.

The thing is, the main buildings are locked for me, even in a 10k+ population city. I am trying to find the conditions when to unlock these buildings, but they are not really stated anywhere, except for a 1400 population to unlock the industry specializations.

Can someone help me out?

So if you click on the Garbage and Industry icon, you will not see anything by oil, ores etc?

the buildings are all locked, i can browse the tabs though. I do own the DLC because I am playing on one of the new maps, and it shows in my main menu in the " installed dlc" bar

ah I think I found the culprit.. The've added a new type of district, I was using the default district with the industrial specializations...

Like you, little did I know the garbage button becomes the "Garbage AND Industry" button once you paint an area with the "Industry Specialization" tool; that's where you find the Main Building and eventually the extractor, processor, storage and other buildings.

IKR! Why in the world would they switch the industries to the garbage menu. That just doesn't make sense. But they have changed the menus around a lot over the years that don't make sense to me either. But they don't listen, they have their own method to their madness
