It could very well be that when saving you run out of RAM capacity and that then stalls the game.
In case you are using autosave, try turning that off and saving manually to a new save file.
Also try if the same occurs if you start a new test game. The map would be empty, hence a yet small save file and if that works then you would know it is not mod related.
Honestly this doesn't occur on my other cities, plus the mods I use remains the same as I do NOT mass-subscribe mods like other people.
I think it's either the save file having issues, or a broken mod somewhere (for me it is not).
EDIT: If you're going to question me about RAM, it is not clearly the cause, other cities that is much larger runs smoothly without issues. Just one save file is causing this same issue for me, my RAM is 12GB while virtual memory is 32GB. So that's 44GB, while the game only eats 9-10GB.

Not quite sure how. I've disabled a few mods I can live without and it seems its working now?
Ill post here the mods in question but first im gonna play some more, maybe it will freeze again.
Parkify mod? (that's the only mod i have added recently and although it worked for some time, now i have problems saving my city.
A map theme?
But yeah, it was A mod ... not sure if it was parkify since I think I can recall myself having it after ... dont quote me on that tho.
