Doing a clean Windows Install
Hellow!!

After 3 years of no Windows clean install, Im thinking in buying a new HD and Install all stuff from Zero.

How do you save assets?? I mean I dont want to look again for all the stuff!! more than 2000 assets and mods...

Have subscribed to all the assets/mods through steam if so it will retain them

Backup these folders / files (hope I didn't forget anything) if you want to avoid re-download of all content and if you want to sustain settings:

A) Personal game data (savegames, screenshots, local assets & mods, settings, etc.):

- %AppData%\Local\Colossal Order\Cities_Skylines

B) Workshop data (assets & mods):

- %steamapps%\appmanifest_255710.acf
- %steamapps%\workshop\appworkshop_255710.acf
- %steamapps%\workshop\content\255710\*.*

C) Also check in game install folder for some config files of mods you may want to sustain:

- %steamapps%\common\Cities_Skylines

Note: %steamapps% is the path to where you have installed Steam.

just backup the entire appdata folder, this stores the majority of settings for all your isntalled software

If they are subscribed, you don't have to do anything. When you start steam the after your cleaning, it'll download all the subscribed items automatically.

Backup is not necessary in this case unless you want to also bring your savegame

ther's also the unique building unlock status which is stored in the appdata folder

Create your own collection it will take probably 1-2 hours but you will have all of your assets or copy the workshop content and then paste it in. I recommend clean install to avoid any troubles. I would only backup my savegames and maps. The rest I would even subscribe again.

It is weird but sometimes (mostly if you have old install of cities and few old assets) fresh install/download of these asset could improve your gameplay. Some mods for example fail sometimes during loading and it is visible in the outputlog. One of the possible fix is to unsub this mod and sub it back something (I dont know what) but something changes and suddenly the mod is working again. I dont know how it is possible but I had some old assets in my town which were already deleted from city and I still had them and they were causing troubles. Resubbing my asset help although I lost these old asset which were deleted from workshop but my game was without any problems. Also if you have old city you probably have asset which you subbed in the past and probably forgot that you have them and you wont use them so they are wasting your available RAM. It is just my opinion that with clean install I would make clean install of cities too. Backing up only savegame data and reports from loading screen mod.
