How do you build a shoreline?
A simple direction of which buttons on the landscaping tool to press is really all I ask. I can't figure it out. Haven't found many good videos on youtube either.

you mean a quay?Thats under the landscaping tab

First decide how high above sea level you want your shoreline to be.
Most ports/harbours and ferry stations look so much better when shallower and almost level with the water surface. So, I usually prefer my shorelines to be 5-10 meters above sea level and no higher.
That's easy to achieve using the landscaping level tool.
First, measure the water surface level by right clicking on the highest point the water reaches the current shoreline and then add anything from 5-10 meters more.
Now you can paint out the terrain at 5-10m higher than sea level by left click and hoding the level tool all along the coast wherever you want ;)
As for placing the quay, as Aturchomicz pointed out above, select the quay and drag along the shoreline. You may use the same line tools as with roads for a straight, curved or freeform quay.

Whenever I try and build a spot for the harbor, I either get height too high (if I have a quay) or shoreline required.

Then create a lower shoreline as I described above first ;)
I would also recommend using this mod in place of the built-in landscape tools as it offers a lot more.
