Find better ways to get cims into your shopping districts. Same with tourists. I'd start with Public Transportation.
Cims will primarily walk to their destinations for about 12 blocks, or look for public transportation, lastly if neither of those two will get them there on time, then they'll pull out their pocket cars and drive as a last resort only.
Tourists excluded. They need to be brought in from outside connections through highways, boats, planes, and trains.
I deleted everything west of a highway and still every single remaining store gives the "not enough customers" and this always happens at the exact same in game date regardless of what I do or don't do between the time I load the save and "DEATH DATE"
If you go into Options > Saved Games it will list your saved games and give you to option to subscribe to all the mods used in that saved game.
I think that's the joke as Politicans don't fix problems.
