What exactly would a multiplayer game be?
Land grab to see who can get the most before the other player?
I've heard something about trading with another city. There is no mechanism in the game to direct trucks to go to specific businesses. Can't do it in multiplayer either.
Cooperative building of the same city? I can see it now, pausing the game to build a new interchange in the middle of the city and the other player twiddling his thumbs waiting.
I see no pros, but lots of cons.
A cooperative mode, or a "Succession Game" as the players called it, was tried shortly after the game was released. Basically each participant had assigned duties to perform in a specific tile of the city and they passed around a save game when they finished them. Ultimately it failed as players were not able participate in a timely manner. You can read about it on the Paradox forum:

Making some early game concepts available for play and feedback does not mean the game will be developed and released. A board game, even on the computer, will not satisfy city builders or city painters. I imagine a board game of C:S will be more like Monopoly than C:S.
I don't see the Grand Stategy board games taking off either. They are already board games. Maybe they would be simplified enough to capture the new player and get them interested in the current games.
More likely, the Board Gaming branch will have to be new games totally with very little overlap between the two branches.
