You can try to lower setting to give more processing time to the GPU. But 45FPS at building level is good. about 30FPS zoomed in all of the way.
The best thing SSD will do is shorten loading times and writing to file times.
But games use the drive very little once games are loaded. But windows on SSD will help keep things flowing smooth. You click a button and something happens right away. SSD can eliminate or reduce lag'stutter from loading.
I bought an SSD for windows and it was awesome. I bought an SSD for Steam only, and not so much. Load times are slightly quicker for games, but game play has little effect. Occasional I get a micro stutter when scrolling across some game map and it needs to load in more map data. But that's about it.

But you'll probably get a minor speed increase from faster RAM. Ryzen benefits from faster RAM. 2400 is just too slow, but adequate. You can usually boost your RAM200mhz without messing with all of the BIOS settings. I have 3200MHz and see a difference in gameplay from 2400MHz. Less lag/stutter in busy parts of games.
Then go learn what RAM is.
Then you'll know what it is you need for more storage and what it is you need for more performance.
i also know that certain games have massive read + write activity during the game and needs to constantly bring stuff in from cache to the game (look up fallout 4 ssd vs hdd lod pop in) and it can cause severe perfornance issues if it cant bring in the items quick enough...
i thought with cities skylines that similar to fallout 4 it puts stuff not on screen into cache and that it would bring it back upon needed similar to fallout 4... but alas i was wrong and there is no need to tell me to do my homework on ssd's for asking a simple question...
i guess i will just have to live with 45 fps until i can get better ram for my pc with the atrocious ram prices lately... i will just have to wait until prices drop then buy better ram
If you want a faster storage medium for the purpose of storing and retrieving data, then get SSD. Don't assume though that it is a viable replacement for RAM.
Given the current expense of either SSD or RAM, the simplest and most practical solution is to just bite the bullet and keep your custom content addiction to within your RAM capacity and avoid page filing at all ;)
