Report a translation problem
The early game is really the only time where you'll be short on money, mid to late game you'll be swimming in it and won't even pay attention to your cash.
Also, when I start new cities I start them with 'unlock all', which gives you enough money to get started anyway.
Early on, what I do is pause the game setting up the layout then save 10-20k for things I may miss and then unpause. It will dip into the red for a little bit from all of the construction, just watch carefully to make sure nothing is wrong. Then pause if you see something wrong and fix it before you run out of money.
Then once you get into the green again, hit the x3 button to generate a lot of money quickly, plus it matures your city quickly as well.
I find the biggest issue of early game is you build faster than you can afford. With x3 speed, you make three times the money and you won't need any money.
Sometimes when I want bankroll, I'll go on a short break and let it run after I get all services in place and making a few grand a week. Then I'll be over a million in a few minutes break time.
But use all mods or workshop items you want. You're not cheating anybody, you're the only player.
Then I went and subscribed to bloodypenguin's excellent terraforming mod http://steamcommunity.com/sharedfiles/filedetails/?id=502750307 and just put more resources into the area.
And THEN...then I went and enabled the 'infinite resources' thing in options.
Am I ashamed?

Seriously, as the poster above says...it's a single player game. Cheating isn't actually a 'thing'.

You may use whatever you wish. It's your game to customise it however you want. However, before you do so, you should at least try to understand and master the game mechanic first. Then, you may use mods to compliment what you have learnt.
When I use Unlimited money, I do so, because I intend to lay down the foundations for my city from the start. This may involve major engineering works, that would cost millions,and needs to be in place before the city is populated. I know that once population has moved in and grown to around 50k-75k that the city will be earning enough income to have repaid the initial expenditure and at that point I can turn the unlimited money mod off.
I don't consider it cheating. It's more of a capital investment I fully intend my Cims to repay and repay they do. Besides it's not really a game for me, it's a means of artistic and engineering expression ;)

So very, very true.
One of the very best mods out there in my opinion is TMPE. Even if you have no particular aspirations in any particular direction, the added gameplay dimensions it adds could cover pages in an entire review of its' own. BUT! Sub to TMPE and you will suddenly think you have a traffic problem, even if you didn't previously because of the way it works.
Mind you, if your traffic is running well under TMPE, it is probably runnning fantastically when you turn it off.
On the other hand, if you're subbing TMPE to solve a traffic problem then the problem isn't traffic, but the way you laid out your city.
So yes, as the great man says, "before you do so, you should at least try to understand and master the game mechanic first."

Use starting money mod.
I always start with 7 Million. By the time I run through 7 Million, I am on the verge of making money.
To each his own.
I don't play for the challenge or achievements. I play to build and make money.
That said if one is going for a creative experience and just wants to 'make' a city then toggling unlocks, cash restrictions and terraforming options would definitely improve qaulity of life.
Actually those numbers are already scaled in the game. As an example, out neighbor city here in Kalama, WA has just announced to upgrade the city's water pumping station at a cost of $2,300,000. In comparison, the game only charges $2,500. And that was for an upgrade, nit a brand new system.
Here in Longview, WA we shut down the old one and made a whole new water treatment plant at a cost of $33,000,000!
So we're taking over 10,000 times increase in costs. This would make out $70,000 starting money equivalent to around $700,000,000 or from $70k to $700m.
So it's not as low of money as you think. I prefer to play with the unlocks as well to get a jump start so I don't have small roads and have to wait for money to accumulate early game. I even play at x3 at all times and it can take a while to get a few million built up.
But 70k for this game is actually quite a lot of money, considering also you get 1 free 4 sq km of land to start with and that has to be worth a few million alone.
