How does the floating cafe work??

I put it on a shorline, but it says it needs a road connection. But I can not connect any roads to it?????

Just build a road as close as possible and it will connect.

You can also use a zonable walkway as well if a road is not your taste. There is a nice promenade I use from NEXT2
