Steam.exe "Bad image" error

Everything was running fine, the game froze, the PC then crashed and then I get this error message that will not allow me to run Steam.
I have uninstalled Steam and am trying to re-install it, but get this error and it wont go any further.
Tried soft and hard reboots.

C:/WINDOW\System32\GameManager32.dll is either not designed to run on windows or it contains an error. Try uninstalling... Blah blah...error status oxcoooo12f

I am at a loss....any help appreciated.

Other games such as World of Tanks etc are running fine.

This is a Windows issue (AFAIK) and not a Steam issue. Try resetting to an earlier point using system restore.

Ok. I have done a the "restore point" but now I have no "cities.exe" file to click on to run the game.
I went to Steam and all my details of purchase are there, but when I click the PLAY button under "View", I get an error saying

("There should be "Cities_Data" folder next to the executable.) Whatever that means!

How can I download another copy of Cities from Steam, I cant see any link where this is possible.

Any help advice appreciated

Right click on the game in Steam, select properties, go to the 'local files' tab and verify your installation. Hopefully, this will work. Good luck.

Your problem sounds like a firewall problem. Make sure you allow steam.exe and steamwebhelper.exe to make changes to your computer.

Ok, got it working again, thanks for the advice, BUT, none of my 286 assets are showing up. All my MODS are showing. Seems very strange.
