Report a translation problem
If you have changed/replaced a road or highway along the path of the vehicle after the vehicle has done it's path selection then it comes to a complete stop while the Cim is waiting for its navigator to stop saying 'recalculating... recalculating'. If you watch closely you will see this behavior on the roads and avenues (the Cim will stop in the middle of the 'block' or not 'go' when the light changes).
It's almost as bad as some Cims driving around looking for a parking space! (Some do that, I've queried)

Traffic should be entering or leaving the highway via on/off ramps.
If you are using highways on ramps to connect to a highway, there should never be a stop (give way sign).

So what do you mean by upgrading roads? A highway ramp is a highway ramp and shouldn't be upgraded and so what would you be upgrading the highway you're connecting it to?
If on the other hand you're connecting a highway ramp to regular roads, then in the case of small roads, there will be no stop sign on the ramp.
