If the existing schools still had enough capacity for more students, then there is no need for more schools.
Remember, kids have to go to school and learn as they grow up. This takes time. The presence of a school doesn't immediately provide you with an educated workforce. It takes years!
So, do yourself a checklist:
Do you have enough elementary schools for the amount of children there are?
If yes, then just wait for them to learn.
If not, then build another school.
Do you have enough secondary schools (high school) for the amount of older children there are?
If yes, then wait for them to learn.
If not, then build another school.
Do you have a university for the amount of young adults there are?
If yes, then wait for them to graduate.
If not, then build another (this is very unlikely).
Nothing to worry about. It's not like you need 100% education to fill each job level. I don't think you even need half.
level 1 commerce = elementary school
level 2 commerce = high school
level 3 commerce = university.
Probably the same for offices, I just never have issues by then as most of my population is thoroghly educated.
FYI, elementary schools should be one of the first buildings you plop.
