Too many mods running at once will slow your game down, cause longer load times, and cause more crash to desktops. Assets are the same, too many and it will load the game down. You should be selective. I have run as many as 20 or 30 mods at once before, but not without a few problems. Id recommend keeping it under 10 if you want to maximize efficiency and avoid crashes.
There are currently only 4 other DLC's for it and the custom content from the Steam Workshop is not usable. It also sells for €24,99 (37% discounted).
Alternatively, you can get the base game plus After Dark for the PC for €14.50 in the sales, have full access to all DLC's and 150,000+ items of custom content in the Steam Workshop to choose from. The basegame itself is up to date and contains many more features, fixes and optimisations than the basegame that was adapted for the PS4 from a version that is now two years old.
The choice is yours ;)
Interestingly, the Content Creator pack for the PS4 includes the horrible Art Deco DLC and the brilliant High Tech Buildings DLC. There's no mention of the more recent European Surburbia DLC. That poses another question though. I wonder if both Matt Cruz and Mauro Vos receive anything for sales of this PS4 DLC?
If you are planning on playing with mods and assets, you will likely need much more RAM. The amount will vary depending on how much you download. For example, running the base game with After Dark, Mass Transit, Natural Disasters, 20 mods and about a dozen assets with Chrome browser and one tab open, I am using 7 to 7.5gb RAM on a 20k pop city.
