It needs to be a river.
That said, from the 2 screenshots you posted to a 3rd party site, I can see 2 issues:
1. the surface level of the reservoir behind the dam isn't as high as it needs to be in order for the dam to work.

2. You have 2 water pumps active on the reservoir. These will be constantly draining the reservoir and thereby preventing it from reaching the required surface level.

l apprecitat u for solving my problem.
but unfortunately, something got wrong with water system.
Now water comes out at 'river' not the 'lake'.
so now it's floading into the lake.......
But save-loading will solve this problem.
