Where is the hot air ballon?

Sorry to ask such basic question and something I can find out on my own, but where do I find to build a hot air balloon? I have Parklife and been making parks, zoo, and amusement park, but I still have not tried hot air balloon. Though, I don't where to find it in the UI.

It should be in the Transport menu, under Tours tab.
