Report a translation problem
1. You have an outdated mod that's messing with it
2. You're playing a scripted scenario that doesn't care about the setting
I am playing a freeform city. No scenario.
I can check to make sure its a plain city, but I never start my experience with a game by playing a scenario.
I'm pretty sure OP somehow accidentally left disasters on in the settings, since it resets for some reason.
Make sure random disasters is off, and for safe measure, move the randomness slider all the way to the left so it's set as 0.
And for the mad scientist in all of us, the disasters "control" (you can't really control them lol) tab is found under the landscaping tools, once you get the population required to unlock them

still a great game though, gonna try looking for that disaster frequency slider
