Hot Air Balloon Tours Not Working

Am I missing something? The other tours (walking and bus tours) work and show the number of visitors.
-The balloon is functioning rising into the sky but still reads 0 visitors and 0 tourists.
-I tried highlighting the attraction as a park district and added plants and such for attractiveness and still 0 visitors.
Is it a glitch or am I not operating it correctly?

I am having the same issue. I feel like I need a depot or something to trigger the people to join. What are we missing?

To get visitors onto the balloons I had to move mine very close to my outside train line. Once there I started to get visitors onto them. I originally had them close to a highway exit and didnt get visitors.

Doesn't work for me, I have it right next to my tourist attractions and no one ever goes on the balloon...

Do you play a modded or unmodded game?
If you play a modded game try and start a city without mods and check if it works.

I tried a couple different locations for the hot air ballon with no joy. Then I was flipping throught the info views and clicked on the one for tours, which includes walking, bus, and balloon tours. The bar at the bottom indicates Appeal. The tool tip for placing a balloon tours states balloon rides from areas of high appeal do better.

So I placed my balloon, added some standard parks around it since it wasn't in a park, and visitation is booming. 17 residents and 14 tourists on the tour. 39 residents and 20 tourists last week.

had the same problem and i think walking tours override balloon tours

Citizens must be afraid of heights. I had to move my balloon tours to 4 different locations before people started to finally use it. Even then the numbers were small. I think it is mostly for cosmetics just so you can have a balloon floating around your city. I don't even think you make money off the balloons.

Where can I find this info view? Is it part of a DLC perhaps?

Finally I got some visitors. First I placed a train station connected to 'the outside world', therewith attracting tourists. Then I added a bus line, going from this train station towards the Chirper Balloon Tours. And even then I had to wait quite a lot of week, but than all of a sudden there were some visitors. It doesn't explain everything, this the balloon was going up before as well, and now that I'm having visitors they are not all tourists.
