A city without cars, is it possible?
I'd like to have a car-free city. With just bikes, pedestrians, public transport,.. Is it possible to create?

No, I don't think so. You need the trucking industry to fill commercial zones products and to take products from industry zones to the train and boat depot. And when you do that people will find a way to use their cars.

sadly that won't work because cims will take magic cars out of their pockets whenever they want to, and also buildings need to be accesed by services like health care, hearses, garbage, police, etc.

Hmm... it is an intriguing concept.
With a very small city and by keeping everything within walking distance, it might just be possible.
All emergency vehicles can be easily removed by resorting to use helicopter services exclusively.
It's perfectly possible to build a functioning city with no highways on the map at all.
The problem would still be those damn magic pocket cars, but if you could remove all potential private vehicles, perhaps with a combination of TMPE and AVO... hmm... it is tempting lol.
In fact, I might experiment with this on my current desert island project ;)

Interesting idea. The main problem I can see is cims moving into your city; you would have to provide them with rail, ship and plane connections. You wouldn't be able to do this until your city has access to those modes of transport and is fairly well established.

At that point, you could try using the Traffic Manager President Edition mod to ban all cars from all roads, upgrade your roads with bicycle lanes, build a system of bicycle paths, and use the 'Encourage Bicycling' policy. You would, of course, have to allow service and emergency vehicles to use the roads. All those things I suggested require the After Dark dlc.

You would also have to allow trucks access to commercial and industrial areas. If you keep those areas close to highway, rail, and/or shipping connections, that would minimize the amount of traffic.

If you decide to try it, let us know how it turns out.

Sorry grap, I edited my post after you quoted it when I realized there would be a problem with cims moving in. I too might give this idea a try.
