Recycling center problem

Whenever I build recycling centers in my city, they get clogged up almost immediately, no matter how many of them I build! What I see is, that the more RCs I plop down, the higher the garbage production and slower the processing rate. I don't understand what is happening. Is this a bug or am I missing something?

I have a population of 3000 currently - how is it possible, that 10 RCs (or 15 or 20) get clogged in minutes after I plop them down?

I also have landfill sites, they work normally, they are not full. I can't build an incinerator yet.
I don't have any mods installed.

Broken mods? That's not normal and doesn't happen in vanilla game.

You'll need to provide more details if you want help. Screenshots or a savegame wouldn't hurt either.

Without any other info, I'd guess that they are being placed in such a way or on a road that prevents the trucks from spawning.
