Pagefile is a thing ya know?
if it is a good card with alot of onboard memory you should be fine. just dont expect awesomeness.
So is stupidity. I wouldn't recommend either. They'll both let you down in the end.
If you have 4GB of RAM, then your operating system and other background tasks/apps will be using at least half of that. So you would have less than 2GB of RAM for a game that now requires at least 5GB with no DLC's or custom content.
Then i rebooted PC completely and started game again - it ate 5.6 Gb (vanilla, without any DLC or mods, because DLCs are not on free weekend). So information about 4 Gb minimum is just a lie - it's enough only to run menu, but not to load any city.
There is a more fundamental problem than Paradox' laxness in updating the requirements and that is that many players don't even comprehend what's written there. Any RAM requirement means available RAM. Many players that aren't tech savvy will see that and think well hey I have 4GB RAM, so I'm good to go, but they don't take into account that at least half of their RAM is already being used and therefore they have less than half the available memory required.

My advice to anyone considering purchasing this or any game in fact (even a freebie due to a promotion) would be to ignore the minimum requirements completely and always refer to the recommended requirements instead.
