KKeep in mind : The demand bar don`t tell what is needed !!! It is only a statement what might be build if you zone it
Check Import-Export and keep it low
Education is an important factor
Use Offices to buffer your unemployment rate
Use Cluster to buffer Employment rate and import Export
Are there enough people educated enough to work there?
Are your workers preferring industry for jobs?
Is it well connected?
Is there a 400 car traffic jam somewhere? (it would suprise you how much this causes these problems)
If you play your City with a special Building Theme and there are no Buildings in this Theme for commercials -> they won't build.
Yup - called it. Just happened to me. Checked the themes and I applied the theme I wanted in just one district I had applied to the entire city. Thanks!
