Agree. I've used such 'shuttle buses' in some of my cities in the past to transport workers to distant industrial areas and they have worked well, but the distance between the stops were very large. If it is a short distance, I don't think you'll ever get it to work as you had hoped.
Vehicle unbunching is the culprit; it was added to the game in one of the patches.
You can lower funding as a whole or per line, up to you
Just a quick fyi this is built into the game now, so no need for this particular mod
Just a suggestion.
I've changed the road layout a little. It didn't change the length of the track significantly or the number of busses, but now the waiting timing has been decreased to 3 s. Works. Was probably a computation problem with the previous roads. Whyever. Solved for my part.
(Meanwhile, I've deleted the bus line and added a metro line instead.)
