A correction - the game does take screenshots (locations are listed at https://steamcommunity.com/app/255710/discussions/0/1739964947821416219/)
I should know as I often have to make use of it if there's a problem with the Steam screenshot system.
You can take a screenshot with F12, which can be rebound in the game settings under Options > Keybindings > Shared > Screenshots
Screenshots are stored in:
Windows: %localappdata%\Colossal Order\Cities_Skylines\Screenshots
Mac: ~/Library/Application Support/Collosal Order/Cities_Skylines/Screenshots
Incidentally F12 is also the key for Steam Screenshots, but those are of a lower quality than the ones made by the ingame tool.
You can also use the basic oldschool Windows method of Windows key+Printscreen to save a screenshot of your entire screen automatically, you'll find those in C:\Users\[username]\Pictures\Screenshots
Yes it does.
F12 and Shift+F12 are the game's own screenshot tool. They happen to use the same keybinding as the Steam one, but it very much has its own tool. This also works on the Origin version, which says it all.
